Esse erro indica que o Windows Server 2022 tem uma reinicialização pendente de uma instalação anterior (como atualização de componentes ou funções), e o Setup do Exchange 2019 não continuará até que o sistema seja reiniciado.

✅ Como resolver o erro:
1. 🔁 Reinicie o Servidor

Simplesmente reinicie o Windows Server 2022 normalmente:

    Menu Iniciar → Reiniciar

    Ou no PowerShell:

Restart-Computer

Após reiniciar, tente executar novamente o setup do Exchange.
⚠️ Se mesmo após reiniciar ainda aparecer o erro:

Pode ser que o sistema ainda esteja marcando "reboot pendente" no registro do Windows.
2. 🧹 Limpar sinalizadores de reinício pendente no Registro (com cuidado!)

⚠️ Atenção: Só faça isso se já tiver reiniciado e ainda assim o erro persistir.

    Pressione Win + R → Digite: regedit → Enter

    Navegue até a seguinte chave:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager

    No painel da direita, veja se existe o valor:

PendingFileRenameOperations

🔴 Se existir, exclua esse valor (botão direito > Excluir)
⚠️ Só delete se tiver certeza que nenhuma instalação real está em andamento.
3. Verifique se há outro local com pendência de reboot:

Também verifique:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Component Based Servicing\RebootPending

Se a chave RebootPending existir, indica que há instalação do Windows em andamento. Reinicie e aguarde.
✅ Depois de limpar ou reiniciar:

Execute novamente o setup do Exchange:

Setup.exe /mode:Install /role:Mailbox /IAcceptExchangeServerLicenseTerms
